Committees and Councils

Board Development
The Board Development Committee is a standing committee of the Board of Directors responsible for board recruitment and nominations, orientation of new board members, conducting a board self-assessment, and suggesting continuing education for board leadership. The Committee shall be comprised of not less than five members and no more than seven members, who are knowledgeable about best practices in the capacity-building field. Ensure effective board processes, structures and roles, including retreat planning, committee development, and board evaluation; sometimes includes the role of nominating committee, such as keeping a list of potential board members, orientation, and training.

Evaluation and Research
This committee shall ensure the sound evaluation of products/services/programs, including, e.g., outcomes, goals, data, analysis and resulting adjustments. It shall also conduct specific research and/or data gathering to make decisions about a current major function in the organization.

Executive
This committee shall be empowered to act between board meetings if necessary, and sometimes with specifically delegated authority to act in particular areas on behalf of the full board consisting of the Chairman, Chairman Elect, President/CEO, Vice Presidents, Treasurer and Secretary. The committee shall also oversee operations of the board; often acting on behalf of the board during on-demand activities that occur between meetings, and these acts are later presented for full board review; comprised of board chair, President/CEO, and other officers.

Finance/Audit
This committee shall be responsible for the development of an annual budget for the corporation, financial reporting and oversight of its financial affairs, including, without limitation, an annual audit of the financial results of the corporation by independent certified public accountants recommended by the Finance and Audit Committee and approved by the board of directors. The Finance and Audit Committee shall prepare and recommend a budget for the upcoming fiscal year for adoption by the full board of directors not less than thirty (30) days prior to the end of each fiscal year of the corporation; provided, however, that the board of directors may extend such deadline in its discretion and may adopt an interim budget until such time as it approves a final budget. Upon recommendation of the Board Chairman, the Board of Directors may appoint up to four (4) additional persons to serve on the Finance and Audit Committee. The Treasurer shall serve as the chair thereof. Policy recommendations from the Finance and Audit Committee shall be submitted for approval to the full Board of Directors.

Fund-raising
This committee shall create a plan that will guide the organization in seeking out and securing funding from an array of outside sources. The committee must identify and communicate with potential donors to support the work of the organization. It shall oversee the development and implementation of the fundraising plan; identifies and solicits funds from external sources of support, working with the appropriate staff.

Marketing
The marketing committee develops and implements a marketing plan that identifies the needs of its target audience and how to meet those needs with the products, services, and programs of the non-profit. It shall include the development and implementation of the Marketing Plan, including identifying potential markets, their needs, how to meet those needs with products/services/programs, and how to promote/sell the programs. Promotes organization’s services to the community.

Program
The Program Committee is a standing committee of the Board of Directors formed to assist the Board in fulfilling its responsibilities to provide outstanding educational and professional development programs for chamber members. It shall guide the development of service and benefits delivery mechanisms; may include evaluation of the services and benefits; link between the board and the staff on program’s activities.

Political Action
Michigan Black Chamber PAC is a bipartisan political action committee (PAC) that works to protect business-friendly interests by identifying and campaigning for pro-jobs candidates running for local and state legislative seats. The Michigan Black Chamber PAC works to elect candidates who support the Black Chamber’s mission and legislative program, initiatives and philosophy to promote a favorable business climate in the region. Through our member’s ongoing contributions, the PAC supports business-friendly candidates with a demonstrated record of promoting public policy that fosters economic development and job creation. The PAC Committee will further foster and maintain strong communications and relationships with governmental officials and organizations at all levels. The committee discusses public policy and bills in the state legislature and Congress. Members are expected to have some expertise on a given industry sector and to stay up to date about the policies or legislative actions that might affect that sector. The committee is asked to make recommendations and decisions about positions the Chamber ought to take on these policies/bills.

Membership
The membership committee creates and implements recruitment and retention programs to increase and maintain membership. The Membership Committee provides guidance to the Black Chamber regarding elements pertaining to membership and member benefits/services in the organization. The Committee is charged with assisting the board in fulfilling its responsibilities to members of the Black Chamber. It shall be comprised of not less than three members who are knowledgeable about best practices in the capacity-building field.

Economic & Community
This committee will work with public and private sector individuals and organizations to create and maintain an economic climate in which businesses have the ability to thrive and grow. Areas of focus: innovation, work program, targeted industry, new business recruitment, economic development marketing, workforce development, and existing industry.

President’s Advisory Council
The President’s Advisory Council will be a standing committee of the MBCC Board of Directors. The President’s Advisory Council shall hold quarterly meetings in conjunction with the MBCC Board of Directors Annual Meetings. The President’s Advisory Council shall be chaired by the President/CEO of the MBCC. The President’s Advisory Council shall elect, by majority vote of the Committee, a Vice Chair and Secretary. The President’s Advisory Council does not have formal authority to govern the chamber, that is, the advisory cannot issue directives, which must be followed. Rather, Presidents Advisory Council serves to make recommendations and/or provide key information and materials to the formal MBCC Board of Directors. The Presidents of each LBCC shall have an automatic appointment to the President’s Advisory Council.
